DeskBell Chain, a solution for hotels and tourism businesses

Amongst others, the blockchain technology can offer variety for the hotel and tourism industry. It can attract and stores data on decentralization node, thus creating trust in the data created for tourism marketing while provides an ease of trading exchange of currencies. It has the potential to enter the tourism medical insurance spheres and be an aid to content sales and marketing.

Basically, blockchain is very much about moving values where it is currently popular in the banking and financial services but for tourism industry it is about handling and securing data in better ways.

DeskBell Chain project is about handling somewhat legal information in the tourism sector. From a stand point of hotels, there is a need to provide legal guarantees for working with an intermediate like an online travel agent, where each seeks to protect its interests, rather than ensure transparency and openness of the business process.

The scenario below explains; Giluwe Hotel enters an agreement with an online travel agent known as Wanol Travels, with a clause saying that for the next six months, room nights booked more than five days in advance will get a higher commission than those booked later. With today’s model, both parties would sign a contract. When the period ends, both might have run to reports to identify the total number of online bookings from Wanol Travels or they use some commission consolidation service to document it for them.

Although the process of calculating the commission takes time and effort, perhaps with a lawyer as a middlemen to rectify who also take his piece of the pie – the correct commission is eventually paid out.

What if all these were programmed into a smart contract? Well, many benefits; cost savings with removal of middlemen, time savings from cutting down business processes and the trust achieved from storing documents encrypted on a shared ledger.

DeskBell Chain is moving into this sphere, to provide the hotels a blockchain-enabled ecosystem. It allows the hotel business to develop flexible and open marketing tools.

It will also connect small medium tourism businesses (SMEs) with the tourists and guests from all-over to their point of service within a blockchain-enabled system.

The usage of geo-location technology will assist the SMEs in the remote sites with digital content creation, publishing, distribution and giving them the chance to participate in the bigger global tourism marketplace.

Researches have revealed that tourism accounts for 10% of global GDP and is crucial to driving any nation’s economy. A research published by Google Stat states that 74% of all leisure travel and 77% of all business travel is now planned on the internet. This indicates the future of travel and tourism is online.

Dubai is building a tourism marketplace on the blockchain platform to be launched in 2020. A travel agent in Malta, Bitcoin Adventures, accepts Bitcoin (crypto currency). A Japanese tourist was the first to travel with Bitcoin.

A Russian Tourism Official said blockchain will change the tourism industry in a huge way in about 5-10 years’ time.

Taiwan Airlines accepts Bitcoin seeing a ‘brighter future’ for tourism sector. Last year, Taiwan Central Bank supported regulating crypto currency.

Latvia’s AirBaltic become the first airline in the world to accept Bitcoin in 2014. Later a growing number of airline companies accepting crypto currency in 2015, 2016, 2017 and 2018.

Germany Tourism Board accepts Bitcoin.

The tourism business owners, hotels, airlines, tourists/guests, the governments and the communities are all beneficiaries to this project. It will erase the fear of being scammed, fraudulent and faking and directly provides a peer-to-peer business transaction.

It will bring back the confident and trust between the buyer and seller of the tourism products and services. It helps support the SMEs to grow and contributes to the GDP of any country’s economy.

PNG Government’s move to strive for creating digital economy and financial inclusion for its mass rural population may opt for Deskbell Chain for its tourism industry. There are about 50,000 SMEs in PNG according to the Ministry of Commerce and Industry, 14% of which are in the tourism sector.

Chinese cry foul over Duran Farm housing project: Poor management a concern, says Parkop

PNG’ National Capital District Governor Powes Parkop is concerned about the poor management of the joint Chinese-PNG government public housing project.

Parkop was told by a Chinese investor during a visit to China that he had being “misled” by the National Housing Corporation over the development of the multimillion kina housing project at Duran farm in Port Moresby .

Parkop said the Shenzhen-based Yinjiang industry expressed the concern during a visit to China by Parkop, Moresby South MP Justin Tkatchenko, city manager Bernard Kipit, city engineer Frank Ravu and financial adviser Augustine Ravi.

They went to Shenzhen city in China for a meeting on a sister city arrangement.

Parkop said the Yinjiang industry officials told the delegation in front of Shenzhen city deputy mayor Ai Xuefeng that they had invested K30 million in the housing project at Duran farm. Parkop said they felt like they had been “taken for a ride”.

“It is a bit embarrassment for us to meet this type of problem when we are promoting investor confidence for more Chinese investment in PNG,” he said.

Parkop said the Yinjiang industry had already built 100 homes. He said the NHC should have provided line services such as roads, sewerage, electricity and water to the project site.

“They have spent K30 million already and are getting nothing in return. So it doesn’t represent a good image of PNG,” he said.

He said they would raise the concern with Housing Minister John Kaupa. “I hope we can solve this problem so they can partner with us (NCDC) in the long run,” Parkop said.

Parkop said the National Capital District Commission’s housing project hoped to develop settlements into suburbs.

Kaupa had recently expressed his concern over how the housing project at Duran farm had been managed. – Via Garamut News.

Absence of ‘Public Low Rental Accommodation’ in Port Moresby gives way to highly-inflated fortnightly rates by individuals and businesses

The National Government through National Housing Corporation (NHC) has not been able to build more houses to cater for the general housing needs of the country.

The Housing Stock has been reduced since 1986 through Government Give Away Scheme and Government Sell off Scheme and other 6 Schemes.

Every year this is reduced further with current tenant Sell Off or directs Cash Sale. Furthermore, all the Government Flats and Hostels are run down and no replacement undertaken.

Even the Government approved Public Housing Scheme starting with Duran Farm and other selected sites has been under controversy due to funds allocated by National Planning and Monitoring Department been stolen and misappropriated by a supposedly graduate in Building and Architecture and MBA in two weeks.

Despite the public service failure with stealing by private sector, the private sector went into housing overdrive in the hope of PNG LNG and the Australian Police Engagement etc.

Most are now converted into office space and many middle to high rental units are not tenant or partially rented out.

Those other would be real estate developers also bought land and run down former NHC properties and redeveloped for the supposed boom.

New housing estates and rental accommodation are now affected as these were not building for the higher than NHC rental rates of K300-600 per fortnight.

Housing prices has gone down since 2015 so those dealing with property should now consider your mortgage issues.

Appears that those renting out properties would have issues with Tenancy and not many taking up rental rates of prior years.

A report released by NRI appears to be going down whilst Land and Housing package for 3-4 bedroom houses are still going at more than K500,000 today when it has actually gone down.

If you get a loan in the hope of renting out the property, it’s time to ensure you get proper advice including valuation as you may not be able to finance the mortgage.

In the meantime, government should reduce tariff on building materials so that prices can go down further so people can build or buy houses as NHC and State are not able to increase public accommodation and housing stock.

There is likelihood of loan or mortgages defaults and be cautious committing yourself when it’s on decline.

The individual and private sector come in but it’s more expensive than K180 fortnight for three bedrooms with NHC.

In the absence of NHC they took their rates to say K2, 000 per fortnight or more but who can afford and those needing it have winded down operations.

It’s going kill them or start rearranges their mortgages to K500 or less fortnightly etc. – Via Garamut News.

Four schools in Port Moresby give a go in blockchain tech competition

Blockchain Pasifik is a local PNG firm based in Port Moresby comprising of PNG blockchain practitioners and experienced event managers. It was established to start the blockchain conversation, with no analogue in PNG and the Pacific.

Its featured events include Blockchain Pasifik Policy Conference, ABAC and Blockchain Pasifik Leaders meeting, Blockchain StartUp Exhibition, Blockchain Junior Project and the Shark Tank.

Amongst others, the Blockchain Junior Project has been launched in partnership with Em Stret Limited and fully funded by Australian Government to run a Blockchain Startup Competition in PNG schools.

Four schools in the National Capital District have been identified to participate in the inaugural challenge; Port Moresby International School (POMIS), Kila Kila Secondary School, Don Bosco Technical Institute, and Kopkop College.

The competition requirement is for each School Team to prepare a Proof of Concept Paper on blockchain projects for PNG or the Pacific.

The teams will pitch their ideas during the PNG Leaders blockchain session on 10th October, at the grand event, and will be judged by blockchain experts from all over the world.

The top concepts will win cash prizes and possible funding from investors or government.

Outstanding individual talents will be placed in a talent pool for further development via junior internships under blockchain projects in PNG, or abroad. – Via Garamut News.


Using blockchain, Central Bank aims to make PNG capital of FinTech in the Pacific.

Blockchain Technology or Distributed Ledger Technology (DLT), an IT infrastructural platform, blockchain provides a global public ledger capable of automatically recording and verifying a high volume of digital transactions, regardless of location.

Its capability in handling high volume of data in accurate manner especially financial transactions is interesting to the business world. It has attracted the attention of the banks. It can solve some of their conventional problems in data management, transferring and storing data independently.

In Papua New Guinea (PNG), the Bank of Papua New Guinea (BPNG) has spent the last few years researching and trialling the use of Distributed Ledger Technology (DLT) or blockchain technology.

BPNG has successfully completed a ‘Proof of Concept’ in both an urban setting (that is, in Port Moresby) and a rural setting, in Lalaura Village, Abau District, Central Province.

Its ‘Proof of Concept’ will be piloted locally and will engage local expertise in this exciting project, tailored by locals for local applicable and usage.

The Bank will train suitable qualified and enthusiastic Papua New Guineans to develop the skills and capabilities to build a variety of business solutions using this technology.

A paid advertisement was calling for registration of interests to identify the level of interest within the Papua New Guinea software development community to take this opportunity prior to it committing time, money and resources in enabling this to occur.

Ideally, BPNG was seeking individuals that have a software development background, although other respondents may be considered. A basic level of familiarity with computing basics and standard desktop software (e.g. word processing, spreadsheets, etc) and software development lifecycle was required.

The bank preferred that any person with experience in the development of DLT solutions or blockchain technology in use cases is not a pre-requisite. However, respondents may be required to undertake an aptitude test to assess their capacity to undertake this kind of work.

BPNG requires practical, hands-on people who want to help Papua New Guinea become the FinTech Capital of the Pacific, without total reliance on overseas expertise.

In addition, BPNG was looking for individuals who can support the Bank’s values of: Accountability, Efficiency, Integrity, Professionalism, Teamwork and Transparency.

The Bank declined to accept registrations from individuals who have no particular interest in the blockchain technology, programming or problem solving.

BPNG was actually looking for individuals who can demonstrate, the following personal attributes:

numerical problem solving, logical reasoning, pattern recognition, ability to follow complex procedures, time management, creativity, teamwork, determination, clear & concise documentation and ability to learn new skills quickly.

BPNG was seeking to develop in-country expertise in the development of DLT solutions and blockchain technology, with the aim to make PNG the capital of FinTech in the Pacific.

National Cyber Security Centre will be PNG’s top secret

Papua New Guinea’s recently opened National Cyber Security Centre will be the top secret for the country. Public will not allowed and its location will not be disclosed to the public due to its sensitive nature.
PNG Police said staff has undergone training with the technical aspect of the Cyber Crime Act discussed at length at the Police Commissioner’s Conference at 17 Mile.

Acting ACP Crimes Hodges Ette said that playing around with mobile phones, radios and other equipment is numbered.
“The work into cybercrime was started back in 2011 and in Sept 2016, Parliament passed the Cybercrime code Act.
“While NICTA is the regulator, RPNGC deals with offences that occur under the Act and can charge those that commit a crime under the Act,” he said.

Mr Ette highlighted three sections of the Act – section 36, 39 and 41.“Section 36 looks at preservation of evidence, section 39 is the authorized interception and section 41 is the forensics tool,” he said.“Section 36, the preservation of evidence, no court is needed to act in first instance for only 14 days, after 14 days you need a court order.

“For section 39, the authorized interception, you need a court order and allows for monitoring and recording transmission and intelligence gathering. Section 41 forensics tools authorize the use of spyware again with a court order.

”Mr Ette told senior officers attending the conference that the categories of types of offences include hacking, data interference and data espionage. – Via Garamut News.




BPNG seeks local blockchain enthusiasts to implement its ‘Proof of Concept’

The Bank of Papua New Guinea (BPNG) has spent the last past two (2) years researching and trialing the use of Distributed Ledger Technology (DLT) in Papua New Guinea.

Having successfully completed a Proof of Concept in both an urban setting (Port Moresby) and a rural setting, Lalaura Village, Abau District, Central Province, the Central Bank has been presented with an opportunity to train suitable qualified and enthusiastic Papua New Guineans to develop the skills and capabilities to build a variety of business solutions using blockchain technology.

The Central Bank is in a mission to identify the level of interest within the PNG software development community whom can be able to participate to implement the Proof of Concept.

BPNG Governor Loi M. Bakani is calling on interested Papua New Guineans who are keen for a training opportunity in blockchain technology to contact the bank. The training will commence in early 2019.

In a statement released to PNG media, Mr. Bakani stated that prior to committing time, resources and money (funding) in enabling the implementation of the Proof of Concept, a pool of blockchain enthusiasts from PNG to be identified and selected.

In association with the APEC 2018 meeting, an International Blockchain Pasifik 2018 conference was hosted in October in Port Moresby, gathering a pool of blockchain enthusiasts and startups in PNG and the Pacific.

The Blockchain Pasifik 2018 conference was sponsored by the Australian Government and supported by PNG Government which sees a pool of interesting blockchain startups from PNG and the Pacific.

Blockchain Pasifik 2019 conference will be announced earlier next year.

The Central Bank does not wish to receive registrations of interest from individuals who have no particular interest in technology, programming or problem solving.

This is not directly related to immediate employment opportunities with BPNG.

BPNG’s blockchain ‘Proof of Concept’ trialled in Port Moresby and Central Province

In Papua New Guinea (PNG), the Bank of Papua New Guinea (BPNG) has spent the last few years researching and trialling the use of Distributed Ledger Technology (DLT) or the blockchain technology.

BPNG has successfully completed a ‘Proof of Concept’ in both an urban setting (that is, in Port Moresby) and a rural setting, in Lalaura Village, Abau District, Central Province.
Its ‘Proof of Concept’ will be piloted locally and will engage local expertise in this exciting project, tailored by locals for local applicable and usage.


The bank has sent out an invitation, through a paid advertisement in the newspaper seeking suitably-skilled and minded individuals to submit a Registration of Interest to participate in potential Distributed Ledger Technology (DLT) software development or blockchain technology training.

Selected individuals were invited to participate in a series of interviews, aptitude tests and trials to secure a potential place in DLT software development and blockchain technology training course. 



The bank wants to train local Papua New Guineans on blockchain technology and DLT to take lead in FinTech in PNG and the Pacific.

Blockchain provides a trusted platform of doing things, tailored courses offered in Port Moresby

Starting up a small business in IT industry is not confined to IT skilled people or those whom have received some form of formal education in IT. It can be anyone, so long as one has the drive and determination.
There are many examples both locally from PNG and globally. CEO of Dove Electronics in Port Moresby has no formal education in IT; rather he is a teacher by profession. The secret is he had what it takes – the burning drive and determination inside him.

Jack Mai, CEO of Alibaba, the world’s fastest growing online trading platform, next to Amazon, Facebook and Google giants is not an IT skilled man. He never gives up, rather he persists with the drive inside him and the courage he finds in himself took him miles.

PNG’s struggling lone female IT entrepreneur now shifting into blockchain technology Crystal Kewe has no formal education in IT; she learned things from what she described as being self-taught.

Because of the determination and the drive that she found inside her, PNG will now benefit from trading of bilum products on a blockchain-enabled trading platform called bilumous.

Those are just few success stories as examples of people who have no formal training in the IT sector but are successful in doing business in the sector.

IT industry can be seen as an infrastructural platform to do business. In the world today, all most all businesses are success with IT and operate using IT as an infrastructural platform. It’s like a forest canopy whereby birds and animals (businesses) breathe and live.

Business concepts, models and ideas are not new to the Melanesian society. The practice of accumulating wealth is our Melanesian way of life. Bride price is one cash example whereby people have to invest and over a time save valuable items to meet the demand of the bride price tag.

Nothing is in fact beyond human capacity, every business idea or concept is testable. You don’t see a potential of your idea until you try it. You don’t necessarily need to have money to test it. Money is a secondary thing when you wanted to be an entrepreneur; your entrepreneurial concept is the first and foremost.

Your business idea will bring in network and resources, that is, people and money. The thing is don’t dream and sit relax with your idea, start doing something, even it means failing several times – do it.

See around opportunities, and assess yourself. Get as much knowledge as you can on a topic you are so interested. You never know.

Port Moresby hosts blockchain conference for ease of trade and good governance in PNG and Pacific

Welcome Speech by Hon. Powes Pakrop, NCD Governor on the occasion of PNG's first public blockchain meeting in Port Moresby. 


Distinguished guests, Esteemed panel of Speakers, Ladies and Gentlemen
Good morning . It is a pleasure to be here today to welcome you to the first Blockchain Pasifik event.

To our Speakers who have flown in, from all parts of the world to be here today - I extend to you a special, warm welcome, to the land of a thousand tribes, languagues and journeys, and to Port Moresby, the Amazing City of the Pasifik, APEC ready.

Thank you for taking this opportunity to share your experiences and knowledge of blockchain with us, and I hope in the short time you are here, that you will be able to enjoy some of the sights, sounds and tastes, that Port Moresby has to offer.

Who can remember what it was like without mobile phones, wireless printers and of course the internet? It was only a few years ago that PNG was using landline telephones, and not everyone had a home phone. 

Most would have to use public telephones, or go to a friend’s office or home, just to communicate with families or conduct business. But since the mobile phone landed on our shores, more people, now own a phone and can communicate easily - even those in rural areas.


Technology continues to advance at rapid rate. It is transforming the way we do business, how we live and work, and will continue to heavily impact our future. In light of this, it is necessary for us, to understand and appreciate how our present and future will become impacted by present and emerging innovations, and prepare a response which ensures the best outcomes for PNG.

An example of how technology is changing the world. Artificial Intelligence or AI, for instance, is already changing the landscape of the manufacturing industries in Asia. I was in China, recently, and my delegation were touring some factories.

 We assumed the factory would be filled with people working, but were surprised to see most of the work being done by machines/robotics, and only a handful of people working in that huge factory. Already technology is impacting jobs in Asia and other manufacturing nations, thus having a direct social impact.

AI’s have evolved to be more than just a machine like figure. AIs today, are look almost human like, think like humans and are being created to experience human memories and feelings. 

If you thought that AIs were only operated in other parts of the world – then you thought wrong. That smart phone that you use to communicate and do business with - every day – is an AI. Most smart phones today have some AI features baked in.

Blockchain is another cutting edge technology, which offers the potential for massive improvements to government services, by making the processes more transparent, efficient, and incorruptible.


Blockchain has already reached many countries. Malta is the first blockchain island, and first jurisdiction to legislate blockchain. In Canada, they have adopted blockchain courses in the education system. Sweden has Zug, which is know as Crypto Valley. 

The US agenda is focused on blockchain exchanges. Even China, has become pro blockchain and AI, as I mentioned earlier. African nations like Kenya and Uganda have blockchain taskforces set up to look at adoption in government systems.

As innovations like blockchain are changing the way the world does business, it becomes necessary for us, especially the leadership of PNG to keep abreast of the technological innovations around us, and understand their social and economic impacts on the people and our economy - and plan our response accordingly.

And this is where it starts. Today, we will start to talk about innovations more meaningfully, and build a culture in technology. Maybe one day soon, as a result of programs like Blockchain Pasifik, we will see Papua New Guineans at the forefront of developing cutting edge technologies, for the world.



We must not be afraid of technology, because it seems highly technical or unfamiliar to us. We must embrace technology as an important tool for development and seek out innovations like blockchain, that promise improvements in business, organizational processes, governance systems, and can reduce or eliminate corruption. We must explore technologies that offer inclusion, innovation, and which create opportunities for employment, wealth creation, and quality of life and living standards.

As the Governor of the largest city in the Pacific, I am faced with many development challenges. However, I believe that we can harness technologies like blockchain, to solve some of these issues, and improve the lives of the people of NCD, and the rest of PNG.

As such, I have placed my support behind this initiative which I am certain will reap countless benefits for our people, and drive further positive development.


I envision Port Moresby becoming a technology hub for the Pacific. Our City is well placed in the region and country, and capable of playing host to robust technological endeavours.

As a leader, I have taken upon myself the responsibility to become more aware of the potential of Blockchain Technology and other emerging technologies in the governance and development sectors, and encourage other leaders in government to also embrace the Digital Future.

For the next two days, we will talk all things blockchain, and by the end of it, write a roadmap for blockchain in PNG and the region.

I encourage all to participate meaningfully in this program, and walk away from this event, with an appreciation of this technology and its relevant applications for PNG.

It is an exciting time to be alive. Let’s not be passive observers. Let’s participate in the technological revolution and the digital future.

I wish everyone all the success in the conference and I look forward to the road map ahead for the digital future for Port Moresby after the conference. Let’s embrace that future because the future is digital and technological!

PNG Digital Association reckons Blockchain will boots trade in the country

THE PNG Digital Commerce Association is confident that the blockchain technology has the power to transform the buying and selling of goods and services in the country.

The first stakeholder meeting for was held in Port Moresby to progress the technology across the country.


The meeting was attended by more than 50 stakeholders from banking, finance, business and mobile phone industries to progress the use of digital commerce in PNG.


Digital Commerce is the buying and selling of goods and services using the internet, mobile networks and commerce infrastructure.


Bank of PNG Governor Loi Bakani and association patron and its president Isikeli Taureka encouraged stakeholders to be involved in the new association.


Both were confident that the new technology also has the power to give all people access to financial products and services.


“This technology has the potential to transform business operating models by giving people access to goods and services through the internet or mobile phones,” Bakani said.


“The use of digital technology can bring greater efficiencies to supply chains and financial transactions, giving more power to people and small businesses who may not have access to traditional banking and finance infrastructure.”


The association will be officially launched next year and is currently calling for expressions of interest to become members of its board.


The association is being set-up to develop, promote and support digital commerce practices and standards in Papua New Guinea, and to engage with the government on strategy, policy, law and legislation.


“We are keen to encourage businesses to use new methods to process transactions,” Taureka said.


“This is a new area for Papua New Guinea, but we are confident the new association’s focus on digital commerce will attract a range of stakeholders who can move this initiative forward.”
